EFF and OBSE bugs removed

Data reduction of observations with the old 1024-channel autocorrelator using the EFF-program (which is the default, if one uses the CLAS package), delivered an inverted spectrum, since we introduced the new FSC2 parameter (see here).
Thanks to P. Schilke we now solved this problem.

Data reduction of observations with the new 8192-channel autocorrelator did not have this problem.

The OBSE-procedure  PMAP (continuous scanning in line mode) did not work as it should. Also there is an error in the description.

If  with the adverb TIME_L  <t-on>  <t-off> only the first parameter is given in the input line, the reference time was not correctly calculated and the time <t-on> was not correctly set.

The reference time <t-off> should be calculated as <t-on>/SQRT(<n_ons_per_off>) and not as said in the manual (*).
These bugs are now  removed.
